Yes, these are definitely members of West Bromwich Albion's playing squad. As well as Chairman 'Billy' Bassett and effectively, Albion's first manager Fred Everiss.
This photograph was most likely taken in Gothenburg in May 1909. Albion undertook a tour of Denmark and Sweden at this time; the sign behind the head of Fred Everiss most likely says 'EGGERS'. There was, and still is, an Hotel Eggers in Gothenburg, Sweden.

Almost certainly Albion. Standing on the extreme right is Fred Everiss and second left is Billy Bassett.

Thanks very much, Colin. I did suspect that, but those two names pretty much confirm it. I did wonder if it was when the Albion went to Scandinavia in 1909 or Holland in 1913. The text on the sign at the back does not look very English (or even Black Country).
